1. Introduction
Testi Trading PLC is a leading Ethiopian specialty coffee exporter with expanding operations across the country. To strengthen its organizational systems and ensure compliance with international standards, the company seeks qualified consultants to develop comprehensive Human Resource Manual, Financial Manual, and Operational Manual.
This RFP outlines the scope of work, objectives, and submission requirements for interested service providers.
2. Objectives
The primary objectives of this engagement are:
• Human Resource Manual: Establish clear policies and procedures for recruitment, performance management, training, compensation, and employee relations and other related issues with detailed outlined policies and procedures.
• Financial Manual: Develop standardized financial systems covering budgeting, accounting, reporting, internal controls, and compliance with Ethiopian and international standards together with packaged software, which enables easy, transparent, efficient and effective financial system in place.
• Operational Manual: Formalize workflows, SOPs, logistics, warehouse management, and traceability systems to enhance efficiency and accountability throughout the departments and company business operations.
3. Scope of Work
The consultant is expected to:
• Conduct a needs assessment and stakeholder consultations.
• Draft manuals aligned with Ethiopian labor laws, financial regulations, and international best practices.
• Integrate compliance frameworks for specialty coffee export and related sectors.
• Provide training and orientation sessions for staff on the use of manuals.
• Deliver final manuals in both digital and print-ready formats.
4. Deliverables
• Draft and final versions of HR, Financial, and Operational Manuals.
• Training materials and facilitation sessions.
• Implementation roadmap for adoption of manuals.
• Ongoing support for a defined transition period.

• Company profile and relevant experience in manual/system development.
• Technical proposal outlining methodology, work plan, and timeline.
• Financial proposal with detailed cost breakdown.
• References from previous similar assignments.

6. Evaluation Criteria
Proposals will be evaluated separately based on:
Relevant experience and expertise.
Technical approach and methodology.
