MSF-Holland in Ethiopia currently operates in five projects (North Gonder, Abdurafi project, in Tigray North West projects (Shire and Sheraro), in Somali region- Wardher project, in Gambella region; Kule project with diversified workforce.

Main Purpose
Supporting the Project Medical Referent through delegated tasks and responsibilities including defining, planning, and monitoring of medical activities and in the coordination of resources required to en-sure quality of care provided by MSF.

Accountabilities
Support the PMR in the overall functioning of the medical programs in the project through delegated tasks and fully assuming the PMR responsibilities and accountabilities in case of absence.
Monitor and evaluate medical programs and regularly suggest improvements if needed.
Visit the project sites regularly in consultation with PMR to support health teams and to ensure compliance with MSF protocols and guidelines.
Participate in exploratory missions and situation assessments to identify healthcare needs when required.
Assist the PMR in the annual planning process, budget review, project proposal and reports to donors.
Responsible for ensuring that the HR requirements (recruitment, training, evaluation, leave management, etc.) are met for the medical team in the project.
Representation of MSF with MoH and other health partners as delegated by the PMR/MTL.
Assist in the collection, analysis and reporting of health data in the projects.
Assist PMR in pharmacy management and in the international medical order management.
Substitute doctors, nurses and paramedical staff if necessary.
Assist the PMR in the correct implementation of staff health policies at project level.
Perform any other relevant tasks assigned by his/her supervisors as necessary.

MSF Section/Context-Specific Accountabilities
Tigray project currently consist of facility support to Regional Health Bureau (RHB) health facilities. MSF is supporting Maiani Hospital in Sheraro on SRH (BEmONC), SGBV, Neonatal and NTD (Kala Azar and Snakebite). MSF is also supporting the NTD ward in Suhul Hospital in Shire. An expansion is intended for 2026 where MSF will support a ( Yet to be identified ) Health Center as well as two connected Health Posts.

The main task for the Deputy Project Medical Referent (dep PMR) is to support the Project Medical Referent (PMR) in relation to the daily managagement of the MSF medical activities. In addition to the acountabilities mentioned above, following areas are considered central responsibilities:

Support the PMR on delegated tasks according to project needs

Act in capacity of PMR in relation to gaps in the position

Gap fill for other medical manager positions according to medical profile

Assist the PMR in the development, implementation, and monitoring of the medical strategy, ensuring alignment with project objectives, MoH/RHB standards, MSF medical policies, and evolving humanitarian and contextual needs.

Support the PMR on the Monthly Medical Report (MMR)

Support project surveillance on both routine activities and outbreakprone diseases

Support the PMR in regard to project preparedness for emergencies as well as support said emergencies when needed.

Support safeguarding by ensuring data accuracy and validity in data recording and collection, and oversee data entry processes to ensure high-quality data in DHIS.

Support the PMR in relation to the Total Stock Report (TSR)

Ensure appropriate and responsible stock management for drugs and medical supplies

Ensure proper medical supply planning, forecasting and consumption monitoring based on activity needs (TSR, IO, rational consumption)

Collaborate with the Pharma Supervisor and Logistic/Biomed team to ensure proper maintenance and calibration of biomedical equipment.

Lead the implementation of Quality of Care in all project locations (incl. tracking improvement plans)

Ensure appropriate IPC implementation and maintanance of protocols in all locations.

Routinley participate in medical clustermeetings as well as ad hoc meetings and engagements

Conduct medical related trainings for the staff (RHB and MSF) according to identified training needs

Support the development and monitoring of transition and exit plans for supported facilities

Ensure documentation and handover of tools, guidelines and capacity-building activities

Ensure emergency preparedness plans, referral pathways and Mass Casualty Plans are inplace.

Support in rapid assessment and response in outbreaks (Cholera, Measles, Dengue, Malaria, AWD)

The implementation model for the MSF ativities in Tigray is Co-Management with RHB, so respectful and inclusive communication skills are essential for successful implementation of the program. In relation to the Dep PMR position, the core responsibilities are following:

Regular contact with the Hospital Management (incl. depaertmental managers/supervisors)

Participation in steering-committee meetings between RHB and MSF

Participate in departmental meetings (NEO, SRH, SGBV, MH, NTD)

Regular contact with RHB staff in regional offices concerning MSF supported activities

Follow up on action and implementation plans in collaboration with RHB and MSF managers

Ensure respectful communication with RHB and support medical managers in this where needed

Ensure that MoUs and Co-Management strategies are followed and adhered to

Ensure monitoring of Co-Management agreements, MoUs, Service agreement.

The position will be line-managing following positions: Pharmacy Supervisor, Data Prosessing Officer, Surveillance Officer, hence the Dep PMR is therefore expected to follow the MSF standard setup for support of staf, including performance management and learning and development. In addition, there is a general responsibility for daily supervision of the medical team

Ensure all staff are on performance management plans, including regular check-ins

Ensure staff are being supported in their tasks and that challenges are adressed accordingly

Support the Learning and Development for the staff, including identifying learning needs

Respectfully adress learning needs in supervised staff

About You
Education
Essential: Medical Doctor or Nursing Or equivalent Degree. A master in Public Health is desirable.
Experience
Minimum of 2 years of clinical work experience related to the degree is essential.
Diverse and strong health knowledge, including at least 2 years of experience in a management or supervisory role in humanitarian settings with MSF or another humanitarian organization.
Clinical experience in at least one of the following areas is essential: NICU, SRH, SGBV, NTD, MH.
Languages
